    BRITAIN'S 15 PER CENT IMPORT SURCHARGE CAME UNDER FIRE YESTERDAY (FRIDAY) AT A MEETING OF THE CONSULTATIVE COMMITTEE OF THE SEVEN-NATION EUROPEAN FREE TRADE ASSOCIATION (EFTA) IN GENEVA.

    AFTER THE MEETING A COMMUNIQUE WAS ISSUED WHICH SAID THAT BRITISH INDUSTRIALISTS AND TRADE UNION LEADERS ATTENDING HAD AGREED THAT THE SURCHARGE SHOULD BE LIFTED AS SOON AS POSSIBLE. THE COMMITTEE AGREED UNANIMOUSLY THAT THE SURCHARGE SHOULD BE REDUCED WITHIN WEEKS, AND ABOLISHED WITHIN A FEW MONTHS.

    THE IMPORT SURCHARGE WAS NOT THE ONLY ASPECT OF THE NEW GOVERNMENT'S POLICY TO COME UNDER DISCUSSION. DELEGATES ALSO CRITICISED BRITAIN'S PLANNED EXPORT REBATES AND LONG TERM EXPORT CREDIT SCHEME. THEY SAID THAT THESE WERE CONTRARY TO THE SPIRIT OF EFTA, AND HARMFUL TO WORLD TRADE.

    (CONSULTATIONS ON THE SURCHARGE AND ON BRITAIN'S BALANCE-OF-PAYMENTS PROBLEMS, WHICH WERE TO HAVE BEEN HELD ON FEBRUARY 17 BY A COMMITTEE OF THE GENERAL AGREEMENT ON TARIFFS AND TRADE HAVE NOW BEEN POSTPONED UNTIL MARCH 2, A GATT SPOKESMAN SAID YESTERDAY - FRIDAY).
