    TRANSCRIPT: REPORTER: "Hundreds of Cuban exiles living in the United States since Castro rose to power in Cuba sixteen years ago converged at the Lincoln memorial. They are concerned that the U.S. appears ready to normalise relations with Cuba's communist Government. As a small delegation paid tribute to Lincoln, one protester chanted that Castro is America's enemy. He repeated the words of Lincoln who once said "You can fool some of the people some of the time, but you can't fool all the people all the time". Juanita Castro, sister of the Cuban dictator also said that her brother cannot be trusted."



    JUANITA CASTRO (SEQ 10): "I am sure that he'll never change. He'll continue and will continue doing what he's been doing until today. Fidel hates this country. Fidel hates the American people and Fidel hates their freedom. He's one of the worst tyrants that the world has known. And I'm sure that he'll never change his mind."

    Background: The United States Secretary of State, Dr. Henry Kissinger, and foreign ministers from Latin America are working towards a formula to end economic and diplomatic sanctions against Cuba.

    Dr. Kissinger and the ministers are meeting at the fifth General Assembly of the Organisation of America States in Washington.

    The U.S. Secretary of State said on Saturday (10 May) that he was coming to some understanding with the Latin American foreign ministers on ways to end the sanctions against Cuba.

    He added that he did not, however, expect any decision on the sanctions -- imposed by the OAS in 1964 -- at the conference, due to end on Monday (19 May).

    It was reported that the formula would probably be to convene a special OAS Assembly in Puerto Rico in a few months, hopefully to change the rules of the original OAS treaty, so that a simple majority instead of the present two-thirds requirement, can remove the sanctions on Cuba.

    Meanwhile, hundreds of Cuban exiles living in the United States demonstrated against what they feared might be a move by the United States Government to normalise relations with Cuba.

    Prime Minister Fidel Castro's sister, Juanita Castro, who was among the demonstrators condemned her brother's regime and said he was the "worst tyrant the world has ever known".
