    THE RECENT SHOOTING DOWN OF A U.S. RECONNAISSANCE PLANE OFF THE NORTH KOREAN COAST HAD UNDERLINED THE STRATEGIC IMPORTANCE OF NORTHWEST ASIA, HE SAID.

    THE INCIDENT HAD APPARENTLY TAKEN PLACE OVER FREE WATERS, AND THERE WAS NO EVIDENCE THAT THE PLANE HAD VIOLATED NORTH KOREAN AIRSPACE, THE PRESIDENT CLAIMED.

    THE OKINAWA BASES WERE THERE NOT ONLY FOR THE SECURITY OF JAPAN, BUT ALSO FOR THE SAFETY OF ALL NORTHWEST ASIA.

    THE PRESIDENT SAID HE HAD NO INTENTION OF INTERFERING IN THE DOMESTIC AFFAIRS OF JAPAN ON THE PROBLEM OF THE EVENTUAL REVERSION OF OKINAWA TO THEM. BUT HE COULD NOT ALLOW THE FUTURE OF THE BASES ON THE ISLAND TO BE DECIDED WITHOUT CONSULTATION WITH SOUTH KOREA.

    RETURNING TO THE QUESTION OF THE SHOT DOWN U.S. PLANE, HE SAID IT WAS THE WORK OF 'PIRATES', AND WARMED NORTH KOREA THAT 'THERE IS A LIMIT TO OUR PATIENCE'.
