    PRESIDENT HOUARI BOUMEDIENNE OF ALGERIA REJECTED BIRTH CONTROL AS A MEANS OF SOLVING HIS COUNTRY'S ECONOMIC AND SOCIAL PROBLEMS WHEN HE SPOKE AT CELEBRATIONS MARKING THE FOURTH ANNIVERSARY OF THE BLOODLESS MILITARY COUP D'ETAT WHICH HE LED ON JUNE 19TH 1965.

    AN ENTHUSIASTIC CROWD, SOME CARRYING PORTRAITS OF THE PRESIDENT, GATHERED AT ANNABA IN EASTERN ALGERIA, TO GREET PRESIDENT BOUMEDIENNE. EARLIER HE HAD ATTENDED A CEREMONY TO INAUGURATE ALGERIA'S MOST AMBITIOUS INDUSTRIAL PROJECT, A VAST IRON AND STEEL COMPLEX AT NEARBY EL HADJAR, TIMED TO COINCIDE WITH THE ANNIVERSARY CELEBRATIONS.

    PRESIDENT BOUMEDIENNE SAID ALGERIA WOULD HAVE NOTHING TO DO WITH FALSE SOLUTIONS, SUCH AS BIRTH CONTROL, WHICH DID NOT TACKLE THE REAL OBSTACLES. ON THE CONTRARY, HE SAID, IT WAS NECESSARY TO CREATE JOBS, BUILD SCHOOLS AND IMPROVE SOCIAL CONDITIONS.

    THE PRESIDENT SAID THE POPULATION OF ALGERIA WOULD REACH 25 MILLION IN 20 YEARS. THIS IS DOUBLE THE PRESENT FIGURE OF OVER 12 MILLIONS--THE BIRTH RATE IS CURRENTLY RUNNING AT OVER THREE PER CENT.
