    Background: A formal ceremony at Fort Bonifacio on April 26 marked the beginning of one of the largest military exercises to be held in the Philippines in recent years. The Mutual defence board building at Fort Bonifacio is the headquarters for the 20-day joint Philippine-U.S. exercises. The Philippine Army Chief of staff, General Babian Ver and Rear Admiral Dickenson Smith from the U.S. declared the exercise open. About 3,600 officers and men are taking part in the exercise designed to test the military staffs in combined command and improve both nations' co-ordinated efforts. I includes mock battles and simulate bombings. The highlight will be a beach landing assault on Dingalan Bay on May 10. The U.S. has emphasised that its bases in the Philippines are vital to deal with Soviet expansionism but critics say the bases prop up the government of President Ferdinand Marcos and make the country a nuclear target.
