    THE 17-NATION COUNCIL OF EUROPE'S COMMITTEE OF FOREIGN MINISTERS MET IN PARIS YESTERDAY (FRIDAY) FOR END-OF-YEAR TALKS COVERING POLITICAL AND ECONOMIC MOVES TOWARDS EUROPEAN UNITY, AND PROSPECTS FOR THE ATLANTIC PARTNERSHIP BETWEEN EUROPE AND NORTH AMERICA. THE MEETING IS BEING HELD UNDER THE PRESIDENCY OF MR. HALVARD LANGE, THE NORWEGIAN FOREIGN MINISTER.

    THE COUNTRIES WHO ARE MEMBERS OF THE COUNCIL OF EUROPE AND WERE REPRESENTED AT YESTERDAY'S MEETING ARE AUSTRIA, BELGIUM, CYPRUS, DENMARK, FRANCE, GERMANY, GREECE, ICELAND, IRISH REPUBLIC, ITALY, LUXEMBOURG, NETHERLANDS, NORWAY, SWEDEN, SWITZERLAND, TURKEY AND BRITAIN.

    THE FOREIGN MINISTER'S COMMITTEE YESTERDAY HEARD LORD WALTON, WHO HEADS THE BRITISH DELEGATION, DECLARE THAT THE UNITED KINGDOM WAS MAKING THE BEST USE OF ITS CONTROVERSIAL TARIFF SURCHARGE. HE ASSURED DELEGATES THAT BRITAIN HAD SURMOUNTED THE MOST DIFFICULT OBSTACLE IN PUTTING THE COUNTRY'S ECONOMY ON A FIRMER FOOTING.

    MEANWHILE A SEPARATE STANDING COMMITTEE OF THE COUNCIL OF EUROPE CONSULTATIVE ASSEMBLY HAS BEEN STUDYING THE QUESTION OF TURKISH-CYPRIOT REPRESENTATION AT THE EUROPEAN ASSEMBLY. STILL ON THE AGENDA FOR DISCUSSION BY THE FOREIGN MINISTERS ARE QUESTIONS RELATING TO THE GENEVA KENNEDY-ROUND OF TARIFF CUTTING NEGOTIATIONS, AND MALTA'S PROJECTED ENTRY INTO THE COUNCIL OF EUROPE.
