    PRESIDENT THIEU WAS SPEAKING AT A GRADUATION CEREMONY FOR CADETS AT SOUTH VIETNAM'S OFFICER TRAINING ACADEMY AT DALAT, 145 MILES (230 KMS) NORTHEAST OF SAIGON.

    HE SAID HE KNEW THAT THE VIET CONG HAD ESTABLISHED MANY BASES WITHIN THE BORDERS OF SOUTH VIETNAM'S NEIGHBOUR AND WERE USING THEM AS SANCTUARIES.

    "I ADVOCATE FOR THE SOUTH VIETNAMESE FORCES THE POWER TO PURSUE AND ATTACK INSIDE CAMBODIA DURING BATTLES WITH THE VIET CONG," PRESIDENT THIEU SAID.

    HE STRESSED THAT THIS ONLY APPLIED TO CONTINUING BATTLES AND THAT HE DID NOT BELIEVE GOVERNMENT TROOPS SHOULD MOUNT OPERATIONS IN CAMBODIA.
