    THE THIRD SESSION OF UGANDA'S FIRST PARLIAMENT WAS CEREMONIALLY OPENED IN KAMPALA, THE CAPITAL, YESTERDAY (MONDAY). AS MEMBERS OF THE PARLIAMENT ARRIVED AT PARLIAMENT HOUSE, A GUARD OF HONOUR STOOD SOLEMNLY TO ATTENTION.

    THE PRIME MINISTER, DR. A. MILTON OBOTE WAS ONE OF THE EARLY ARRIVALS.

    THE OFFICIAL OPENING CEREMONY WAS PERFORMED BY HIS EXCELLENCY SIR EDWARD MUTESA II, PRESIDENT OF UGANDA AND KABAKA OF BUGANDA. HE ARRIVED BY CAR AND MET VARIOUS DIGNITARIES BEFORE INSPECTING THE GUARD OF HONOUR. A LARGE CROWD TURNED UP TO WATCH THE SPECTACLE.

    AFTER THE OUTSIDE CEREMONIES, THE PRESIDENT ENTERED THE PARLIAMENT BUILDING TO PERFORM THE OFFICIAL OPENING CEREMONY.

    THE UGANDA PARLIAMENT CONSISTS OF A SPEAKER, THE HON. NARENDRA PATEL, AND NINETY-TWO MEMBERS. THE COUNTRY BECAME FULLY INDEPENDENT ON OCT. 9 1962, AND A YEAR LATER THE POST OF GOVERNOR-GENERAL WAS ABOLISHED AND HIS DUTIES TAKEN OVER BY A PRESIDENT ELECTED BY THE NATIONAL ASSEMBLY FOR A FIVE-YEAR TERM.

    THE GOVERNMENT'S INTERNAL PROBLEMS SINCE INDEPENDENCE HAVE BEEN MAINLY CONCERNED WITH THE KINGDOMS OF BUNYORO AND BUGANDA. THE KABAKA YEKKA PARTY OF BUGANDA HOLDS FOURTEEN SEATS IN PARLIAMENT AND IS AT PRESENT UNITED WITH THE OPPOSITION DEMOCRATIC PARTY.
