    THE CONFERENCE FAILED TO REACH GENERAL AGREEMENT ON A FORMULA TO GOVERN CATCHES.

    JAPAN PREVIOUSLY HAD VOLUNTARILY RESTRICTED HER CATCH TO BETWEEN 800 AND ONE THOUSAND WHALES A SEASON. THE MAIN VARIETIES THE COUNTRIES WANT TO CONSERVE ARE BALEEN AND SPERM WHALES. BALEEN WHALES ARE PARTICULARLY VALUABLE FOR THEIR BONE.
