    Background: SEOUL, SOUTH KOREA

The South Korean Government announced a major amnesty programme on August 13 that will result in more than 1700 political prisoners and criminals being released or having their rights restored. The South Korean Minister of Culture and Information, Lee Jin-hee, unveiled details of the programme that was ordered by South Korean President Chun Doo Hwan. The government has released hundreds of dissidents in recent months and reinstated about 1500 professors and students expelled from universities for anti-government activity. Minister Lee said the amnesty is part of a government to pardon those who "repent and show exemplary behaviour so that they can join the march toward the creation of an advanced country". The move was welcomed by other major political parties as a step towards strengthening national unity. The announcement of the amnesty coincided with the 39th anniversary of independence from Japanese rule.
