    EARLIER THIS MONTH, GENERAL PANGGABEAN, A ROMAN CATHOLIC, WAS APPOINTED ACTING CHIEF OF ARMY STAFF IN A COMMAND RESHUFFLE DESIGNED TO RELIEVE GENERAL SUHARTO OF SOME OF HIS HEAVY WORKLOAD.

    THE ACTING INDONESIAN PRESIDENT ALSO SWORE IN LIEUTENANT-GENERAL UMAR WIRAHADIKUSUMAH, A MOSLEM, AS THE ARMY'S NEW ACTING DEPUTY CHIEF OF STAFF.

    GENERAL SUHARTO, WHO RETAINS THE TITLE OF ARMY CHIEF OF STAFF AND MINISTER OF DEFENCE, TOLD THOSE AT THE INSTALLATION CEREMONY THAT THE CONSOLIDATION OF THE STATE APPARATUS WAS VITAL TO THE SUCCESS OF HIS "NEW ORDER" REGIME WHICH REPLACED THAT OF DEPOSED PRESIDENT SUKARNO.

    HE SAID THE INDONESIAN ARMY WAS A "BAROMETER AND THERMOMETER" OF THE CAMPAIGN TO TOPPLE PRESIDENT SUKARNO AND THAT THE ARMY SHOULD NOT BETRAY THE PEOPLE'S TRUST.
