    THE WAR IN NIGERIA BETWEEN FEDERAL GOVERNMENT AND THE FORCES OF THE SELF-PROCLAIMED REPUBLIC OF BIAFRA HAS STEPPED UP FOLLOWING BIAFRAN COUNTER-ATTACKS AND THE BOMBING OF LAGOS.

    BUT THE VITAL BIAFRAN OIL TERMINAL OF BONNY ISLAND IS STILL IN THE HANDS OF FEDERAL TROOPS -- WHO CAPTURED IT ON JULY 26. LAST FRIDAY (AUGUST 4) A DELEGATION FROM BONNY ISLAND WAS RECEIVED BY COLONEL OJUKWU IN ENUGU. THE SAME DAY, HE HAD TALKS WITH EXECUTIVES FROM THE SHELL-BP COMPANY, WITH WHOM BIAFRA IS IN DISPUTE.

    THE BONNY ISLAND DELEGATION WAS LED BY THE AMANYANAGBO, PRINCE WILLIAM DAPA PEPPLE II. COLONEL OJUKWU PRESENTED THE DELEGATION WITH A GBP1,000 STERLING CHEQUE TO HELP RESETTLE THE BONNY ISLANDERS WHO FLED FROM THE FEDERAL TROOPS.

    THE BIAFRAN LEADER TOLD THE CHIEFS THAT VICTORY WAS "JUST AROUND THE CORNER" AND ASSURED THE DELEGATION THAT BONNY ISLAND WOULD BE SOON TAKEN BACK. THE OIL TOWN, WHICH WAS CAPTURED BY FEDERAL TROOPS IN THE WAR'S FIRST SEABORNE OPERATION, IS STILL UNDER THEIR CONTROL.

    LATER IN THE DAY, COLONEL OJUKWU HAD TALKS WITH TOP SHELL-BP EXECUTIVE, MR F.F. MCFADZEAN, THE COMPANY'S MANAGER IN NIGERIA, MR STANLEY GRAY AND ANOTHER COMPANY OFFICIAL, MR B. HAMILTON, BIAFRA HAD TAKEN OVER THE COMPANY'S MULTI-MILLION POUND INSTALLATIONS AT PORT HARCOURT -- NIGERIA'S OIL CENTRE.

    THIS WAS DONE BECAUSE OF THE DISPUTE BETWEEN SHELL-BP AND BIAFRA OVER WHO SHOULD RECEIVE GBP3,500,000 OIL ROYALTIES. BOTH BIAFRA AND THE FEDERAL GOVERNMENT IN LAGOS ARE CLAIMING THE MONEY. MR GRAY, HAD BEEN HELD AT HIS ENUGU HOTEL UNTIL THE MATTER WAS SETTLED. HE WAS RELEASED AFTER ELEVEN DAY'S DETENTION AND ALLOWED TO GO TO LAGOS. HE LATER TOLD A LAGOS NEWS CONFERENCE THAT HE HAD PROMISED COLONEL OJUKWU GBP250,000 ROYALTIES BUT UNDER DURESS. IN LONDON, SHELL-BP DENIED THAT THEY HAD ANY INTENTION OF GIVING THE PAYMENT TO BIAFRA.
