Background: THE RHODESIAN CABINET MET YESTERDAY (MONDAY) AND AGAIN TODAY TO DISCUSS THE LATEST DEVELOPMENTS IN THE INDEPENDENCE CRISIS. AFTER YESTERDAY'S MEETING, MR. IAN SMITH, THE PRIME MINISTER, BRUSHED ASIDE REPORTERS' QUESTIONS (SOF).

MR. SMITH WAS ASKED IF HE WOULD GO TO, SAY, MALTA FOR FURTHER DISCUSSIONS WITH MR. HAROLD WILSON, THE BRITISH PRIME MINISTER:--
THE CHIEF JUSTICE DID IN FACT GO TO LONDON, WHERE HE ARRIVED TODAY. BUT MR. SMITH SAID THE VISIT -- TO DISCUSS THE PROPOSED ROYAL COMMISSION ON THE TERRITORY'S FUTURE -- WAS "ENTIRELY ON HIS OWN INITIATIVE."
MEANWHILE, MR. SMITH SAYS THAT BRITISH AND RHODESIAN VIEWS ON INDEPENDENCE WERE IRRECONCILABLE, BUT DID NOT NECESSARILY CLOSE THE DOOR TO FURTHER NEGOTIATIONS. MR. WILSON WANTS TO HAVE FURTHER TALKS AT T HALF-WAY SPOT BETWEEN SALISBURY AND LONDON IN ANOTHER BID TO STAVE OF RHODESIA'S THREAT OF SEIZING INDEPENDENCE.
