Background: Angola and Poland have expressed concern at what they describe as a build-up of armed forces on Angola's northern and southern borders. This concern was expressed in a joint declaration issued at the end of a three day official visit to Poland by the Angolan President, Agostinho Neto, on Thursday (28 April).

SYNOPSIS: On Wednesday, the second day of the visit, President Neto had met the Polish Communist Party leader, Mr. Edward Gierek, for discussions on the relations between their countries ruling parties. Later, Dr. Neto had another session of talks with the Polish head-of-state, Mr. Henryk Jablonski - his last major session of talks on the visit.

Dr. Neto's talks with Mr. Jablonski had apparently concentrated on Angolan and African affairs. They discussed the situation in southern Africa, and cooperation between Angola and Poland in economic, trade, cultural, scientific and maritime fields. The joint declaration after Dr. Neto's meeting with Mr. Gierek, said that both sides had noted the increase in activity by the forces of Imperialism, neocolonialism, and racism, directed against the freedom and independence of African nations.

The declaration said that such activity was aimed at de-stabilising progressive African states. Both countries emphasised their concern at the concentration of armed forces on the northern and southern borders of Angola. The reference to the northern borders appeared to refer to Zaire.
