    PAKISTAN AND INDIA ARE STILL LOCKED IN A BITTER, UNDECLARED WAR OVER THE KASHMIR DISPUTE, DESPITE A UNITED NATION'S APPEAL FOR AN IMMEDIATE CEASEFIRE IN THE AREA. SINCE THE FIGHTING FLARED-UP ABOUT A MONTH AGO, BOTH SIDES HAVE SUFFERED HEAVY CASUALTIES.

    IN VIEW OF THE DEEPENING CRISIS, THE PAKISTAN GOVERNMENT HAS DECLARED A STATE OF EMERGENCY FOLLOWING AN ALLEGED INDIAN CROSSING OF THE PUNJAB FRONTIER NEAR LAHORE, AN IMPORTANT COMMUNICATIONS CENTRE YESTERDAY (MONDAY). ARMY RESERVES AND CERTAIN CATEGORIES OF EX-SERVICEMEN, HAVE BEEN CALLED-UP, AND BLACKOUTS HAVE BEEN ORDERED IN KARACHI, LAHORE AND RAWALPINDI. PAKISTANI AIR FORCE PLANES DESTROYED MANY INDIAN TANKS AND TRUCKS DURING THE CROSSING AND SEVERAL INDIAN SOLDIERS, INCLUDING OFFICERS, WERE TAKEN PRISONERS-OF-WAR.

    IN A RADIO BROADCAST, PRESIDENT AYUB KHAN OF PAKISTAN ANNOUNCED, 'WE ARE AT WAR'. HIS ANNOUNCEMENT FOLLOWED REPORTS OF THE CROSSING INTO WEST PAKISTAN OF INDIAN TROOPS, AND BOMBING AND SHELLING THE IMPORTANT MILITARY CITY OF LAHORE. LAHORE IS ABOUT 15 MILES WEST OF THE NORTHWEST INDIAN BORDER ON THE AMRISTSAR AREA AND ABOUT 75 MILES SOUTH OF THE CHAMB SECTOR OF KASHMIR, WHERE FIGHTING HAS BEEN GOING ON FOR THE PAST FEW DAYS.

    IN NEW DELHI, THE INDIAN CAPITAL, PRIME MINISTER LAL BAHADUR SHASTRI, HAS DESCRIBED THE SITUATION AS 'FULL SCALE WAR'. A PARTIAL BLACKOUT HAS BEEN ORDERED IN THE CAPITAL AND THE PEOPLE HAVE BEEN ADVISED TO SHADE LIGHTS IN THEIR HOMES AND TO CLOSE CURTAINS AND SHUTTERS TO PREVENT DAMAGE FROM FLYING GLASS IN CASE OF A PAKISTANI AIR ATTACK.

    MEANWHILE, KASHMIR ARE CONTINUING TO FLEE FROM THE BATTLE AREAS AND SEEKING REFUGE IN SAFER SURROUNDINGS. SEEN HERE ARE MORE THAN 5,000 MEN, WOMEN AND CHILDREN ALLEGED TO BE TREKKING FROM THE INDIAN OCCUPIED KASHMIR SECTOR TO PAKISTANI TERRITORY. THE PAKISTAN GOVERNMENT HAS CLAIMED THAT THE MEN IN THIS GROUP HAVE JOINED THE AZAD (FREE) KASHMIR FORCES IN THE FIGHT AGAINST THE INDIANS, WHOM THEY CLAIMED HAVE DESTROYED THEIR HOUSE IN A CAMPAIGN OF CLEARING THE KASHMIR VALLEY OF MUSLIMS.

    THE EVACUEES WERE IMMEDIATELY GIVEN MEDICAL ATTENTION AND FOOD BY THE PAKISTAN GOVERNMENT.
