    SPANISH POLICE HAVE STEPPED UP THEIR CAMPAIGN TO STOP DRUG SMUGGLING THROUGH THE MEDITERRANEAN PORT OF ALGECIRAS. THIS WEEK MORE SMUGGLERS -- MOST OF THEM YOUNG PEOPLE CARRYING MARIJUANA OBTAINED IN MOROCCO -- WERE ARRESTED BY CUSTOMS OFFICIALS AND DETAINED IN THE ALGECIRAS PRISON.

    THE SPANISH DRUG SQUAD WAS STARTED TWO YEARS AGO TO STOP THE TRAFFICKING IN HASHISH AND OTHER DRUGS THROUGH SPAIN. MANY OF THOSE ARRESTED ARE AMERICAN STUDENTS OR TRAVELLERS AND IN 1969 AT LEAST TWO-HUNDRED AND FOURTEEN AMERICANS WERE ARRESTED, TRIED, JAILED, OR DEPORTED FROM SPAIN FOR DRUG VIOLATIONS.

    MANY OF THE SMUGGLERS ARE PASSING THROUGH SPAIN ON THE WAY TO NORTHERN EUROPE FROM MOROCCO. MOROCCO IS AT PRESENT ONE OF THE FASHIONABLE CENTRES FOR THE YOUNG DRUG CULTURE. THE SPANISH AUTHORITIES ARE TRYING TO STOP THE SPREADING OF THE DRUG CULT AMONG YOUNG PEOPLE IN SPAIN.

    THE ARRESTED SMUGGLERS ARE DETAINED IN ALGECIRAS PRISON BEFORE BEING SENT TO CADIZ FOR TRIAL. IN THE ALGECIRAS PRISON THIS WEEK WERE 15 TRAVELLERS ON DRUG CHARGES -- FIVE OF THEM WOMEN. THREE OF THEM WERE BRITISH AND FOUR FROM THE UNITED STATES. THEIR PASSPORTS ARE BEING HELD BY THE SPANISH AUTHORITIES AND THEY ARE WAITING TO BE SENT FOR TRIAL.

    THE SPANISH CLAMP-DOWN ON DRUG TRAFFICKING COMES AT A TIME WHEN THE INTERNATIONAL NARCOTICS CONTROL BOARD HAS DESCRIBED ABUSE OF MARIJUANA AS A WORLD WIDE PROBLEM AFFECTING MOST COUNTRIES IN A GREATER OR LESSER DEGREE. THE BOARD HAS CALLED FOR ACTION AGAINST DRUG SMUGGLING AND RESEARCH INTO THE EFFECTS OF THE ABUSE OF CANNABIS.
