    Background: WORKERS AND STUDENTS IN INDONESIA HAVE BEEN FORMED INTO A CIVIL DEFENCE FORCE "TO FIGHT MEMBERS OF THE COUNTRY'S COMMUNIST PARTY". ARMED WITH BAMBOO SPEARS, THEY PARADED IN DJAKARTA ON MONDAY FOR THE FIRST TIME.

    THEY PARADED IN MERDEKA (FREEDOM) SQUARE, OUTSIDE THE PALACE OF PRESIDENT SUKARNO. THE CIVIL DEFENCE FORCE COMPRISES EIGHT DIVISIONS OF WORKERS AND STUDENTS FROM A UNIVERSITY REGIMENT. IT HAS ITS OWN UNIFORMS AND COLOURS, AND WILL BE ATTACHED TO THE ARMED FORCES.

    GENERAL MACHMUD TOLD THE PARADE THAT THEIR DUTY WAS TO FIGHT MEMBERS OF THE INDONESIAN COMMUNIST PARTY (PKI), WHOSE ACTIVITIES WERE BANNED BY THE MILITARY FOLLOWING LAST OCTOBER'S ABORTIVE COUP. GEN. MACHMUD SAID THE COMMUNISTS HAD GONE UNDERGROUND AND WERE TRYING TO INFILTRATE POLITICAL ORGANISATIONS.

    COMMENTING ON THE COMING SESSION OF INDONESIA'S HIGHEST LEGISLATURE, THE PEOPLE'S CONSULTATIVE CONGRESS, HE SAID THE CIVIL DEFENCE FORCE MUST HELP THE ARMY MAINTAIN PEACE AND SECURITY IN THE CAPITAL DURING THE CRUCIAL MEETING, EACH WILL DECIDE INDONESIA'S CONSTITUTIONAL FUTURE.
