    Lebanon's reluctant little army went into full-scale action today for the first time in a combined air and ground effort to reduce rebel strongholds throughout the country.

    Bitter street fighting broke out and raged all day in Sidon, the southern port and terminus of the American-owned Trans Arabian pipe line.

    It was the first heavy fighting in the Moslem south and brought the spread of the 17-day old insurrection to virtually all the country. Four persons were reported killed and 12 injured in Sidon, including two soldiers, before a truce was arranged tonight.

    The trouble was touched off this morning when security forces tried to enter the Old City and began removing a road block which the insurgents had set up. A bomb thrown from the Old City killed a member of the security forces and injured several.

    Sidon, an historic Phoenician port had been on strike along with other major cities in the country. Security forces are now in control of the main streets of the modern sector of the city.

    Deputy Maarouf Saad said that the fighting started with security forces shooting two boys who tried to get out from Moslem quarter to obtain sand for their barricades.
