    THE FLORIDA EAST COAST RAILWAY STILL IS MAINTAINING OPERATIONS DESPITE A YEAR-LONG UNION STRIKE AND FREQUENT SABOTAGE -- THE LAST INCIDENT BEING LAST WEEK WHEN A FREIGHT TRAIN WAS DYNAMITED AND DESTROYED. THIS LED TO PRESIDENT JOHNSON ORDERING F.B.I. PRIORITY FOR THE SABOTAGE INVESTIGATION.

    IT'S NOW 14 MONTHS SINCE THE LINE'S NON-OPERATING UNIONS -- SWITCHMEN, TELEGRAPHERS, SIGNALMEN AND THE LIKE -- CAME OUT ON STRIKE IN A DISPUTE OVER WORK RULES AND CLAIMS FOR HIGHER PAY. THE RAILWAY COMPANY EARLIER HAD WITHDRAWN FROM NATIONAL BARGAINING BETWEEN ALL U.S. RAILWAYS AND THE NATIONAL UNIONS ON THESE SAME ISSUES.

    RAILWAY OPERATING UNIONS REFUSED TO CROSS THE PICKET LINES, AND THE LINE CEASED OPERATIONS UNTIL THE COMPANY HIRED NON-UNION LABOUR -- INCLUDING COLLEGE STUDENTS -- TO START IT UP AGAIN. THE LINE PLAYS A MAJOR ROLE IN SERVING INDUSTRIAL CENTRES AND PORTS ON FLORIDA'S EASTERN COAST, AS WELL AS THE BIG SPACE CENTRE AT CAPE KENNEDY.

    THE COMPANY HAS MADE SWEEPING CHANGES IN FORMER WORKING REGULATIONS: ELIMINATING FIREMEN ON DIESEL ENGINES, FOR INSTANCE, AND ALSO ABOLISHING A UNION RULE REQUIRING A FULL CHANGE OF TRAIN CREWS AT THREE-HOUR INTERVALS. AS A RESULT, THE COMPANY CLAIMS, ITS NON-UNION WORKERS ARE HANDLING JUST AS MUCH FREIGHT AS WAS MANAGED BY THREE TIMES THEIR NUMBER OF UNION EMPLOYEES BEFORE THE STRIKE.

    ON MONDAY, HOWEVER, A FEDERAL JUDGE ORDERED THE COMPANY TO DROP THE NEW WORKING RULES ON THE GROUNDS THAT IT HAD NOT EXHAUSTED ALL PROCEDURES AVAILABLE FOR SOLVING THE UNION DISPUTE. AND, IN ANOTHER DEVELOPMENT, THE ASSOCIATION OF AMERICAN RAILROADS HAS OFFERED A 100,000-DOLLAR REWARD FOR INFORMATION LEADING TO THE SABOTEURS' ARREST.
