    THE FIFTEENTH SESSION OF THE UNITED NATIONS EDUCATIONAL, SCIENTIFIC AND CULTURAL ORGANISATION OPENED IN PARIS TODAY (TUESDAY) WITH A DECLARATION AGAINST A WORLD OF VIOLENCE, MISERY AND INJUSTICE BY THE PRESIDENT OF THE EXECUTIVE COUNCIL, DR. ATILIO DELL'ORO MAINI. HE SAID THE UNITED NATIONS DECLARATION OF THE RIGHTS OF MAN HAD NOT BECOME A REALITY IN TODAY'S WORLD.

    DELEGATES FROM 122 COUNTRIES WERE WELCOMED TO THE CONFERENCE BY THE RETIRING PRESIDENT, MR. BEDRETTIN TUNCEL, OF TURKEY, WHO STRESSED THE NEED TO SPREAD LITERACY IN THE WORLD.

    AMONG THE DELEGATES WERE REPRESENTATIVES FROM NEW MEMBER STATES LESOTHO AND GUYANA.

    EXECUTIVE COUNCIL PRESIDENT DR. MAINI TOLD THE CONFERENCE THAT THIS YEAR, DEDICATED TO THE RIGHTS OF MAN, HAD SEEN TOO MANY VIOLATIONS OF THOSE RIGHTS. HE SAID IT WAS NOT A STATE OF AFFAIRS IN WHICH NATIONS OR INDIVIDUALS COULD TAKE PRIDE.

    THE SESSION IS DUE TO LAST UNTIL NOVEMBER 20, DURING WHICH MEMBERS WILL BE DISCUSSING, AMONG OTHER THINGS, UNESCO'S PROGRAMME AND BUDGET FOR THE NEXT TWO YEARS.
