    TRANSCRIPT: MR. SAMKANGE SAID: "WE WILL BOYCOTT THIS REFERENDUM BECAUSE IT IS A REFERENDUM ASKING FOR PERMISSION TO HAVE INDEPENDENCE UNDER THE 1961 CONSTITUTION. WE ARE OPPOSED TO THE 1961 CONSTITUTION BECAUSE IT HAS A BUILT-IN EUROPEAN MAJORITY. IN A HOUSE OF 65, THE AFRICAN PEOPLE COULD ONLY BE CERTAIN OF 15 SEATS. THIS WE CANNOT ACCEPT, AND THEREFORE TO SAY THAT WE SHOULD INDEPENDENCE UNDER THE 1961 CONSTITUTION IS VIRTUALLY SAYING THAT WE SHOULD OBJECTED TO, AND WHICH WE HAVE BOYCOTTED.



    WE HAVE BOYCOTTED THIS REFERENDUM BECAUSE IF ALL THE AFRICANS WHO ARE VOTERS VOTED AGAINST IT, IT WOULD BE DROP IN THE OCEAN, AND IN ANY CASE THE RESULT OF THE REFERENDUM IS ALREADY KNOWN. IT IS A FOREGONE CONCLUSION, AND WHY WASTE YOUR TIME IN AN EXERCISE WHICH IS ALREADY A FOREGONE CONCLUSION. AND THE JOINING OF THE A AND B VOTERS' ROLL UNDER THE SAME...IN THIS REFERENDUM WOULD PREVENT EVEN ANY INDICATION OF HOW AFRICANS VOTED.

    IN LONDON TONIGHT, THE COMMONWEALTH SECRETARY, MR. ARTHUR BOTTOMLEY, SAID IT WAS UNTRUE THAT THE BRITISH GOVERNMENT HAD DEPARTED FROM ANY AGREEMENT ON METHODS OF CONSULTING AFRICAN OPINION, BECAUSE NO AGREEMENT HAD BEEN REACHED IN LONDON ON THIS POINT.

    BRITAIN'S STATEMENT ABOUT THE CONSEQUENCES OF A UNILATERAL DECLARATION OF INDEPENDENCE - SAID MR. BOTTOMLEY - HAD BEEN PUBLISHED NOT AS AN ULTIMATION BUT AS A "CONSIDERED WARNING" WHICH DIDN'T DIFFER MUCH FROM THE ONE GIVEN EARLIER BY THE CONSERVATIVES.

    IN RHODESIA, MR. IAN SMITH, THE PRIME MINISTER, HAS STARTED AN EXAMINATION INTO THE EFFECTS UNILATERAL INDEPENDENCE WOULD HAVE ON THE COUNTRY'S ECONOMY.
