    Large group of Boy Scouts let out a cheer and run across the field to gather around the saluting base where BP stands. A group of Sea Scouts form a line to hold the crowd back.

    Baden-Powell makes a speech. He talks about the bad weather and says "any arse can be a scout in good weather."

    Three cheers are led by a scout leader.
