    Will America Declare War?

    United States of America.

    A sailor & a naval officer assist US President Woodrow Wilson (wearing shiny top hat); along with 2 women and a few other men; to leave small boat. A US Army soldier in FG; with back to cam; takes off his hat to ladies as they disembark; revealing a big bald spot! Fashion note: Mrs. Wilson (?) wears a strange hat; it looks like a large chef's hat that someone smashed part way down; so its puffed out but flat on top. Pan on group as they walk from boat across dock; and climb steps.

    Next; shot of a man standing on wide steps of some government building; he wears light suit and straw boater hat; has moustache and frown (identity uncertain but possibly a foreign representative - such as Germany's Count Bernstorff). Another man walks up steps on left - does a sort of odd little turn - the moustached man doesn't acknowledge the other's presence; but he does start up steps himself; and they both cross to rt. at top of steps. The 2nd man's face is not recognised.
