I would say this is almost certainly 1918 and the occasion was the by-election for M.P. John Redmond's seat. Redmond died in March 1918 and his son William succesfully contested his fathers seat against Sinn Fein candidate Dr. Vincent White. The soldier in uniform that is mentioned in the description above is William Archer Redmond, he is wearing a black armband in honour of his father.
The scene with De Valera was filmed outside the gates of Strangmans Brewery in Mary Street, Waterford. The bearded man with the cane on De Valeras right is George Gavan Duffy who was an British born lawyer and politician. He was also the man who defended Sir Roger Casement in his trial for high treason.
The scene with the crowds leaving the building with the barred windows was shot at Waterford courthouse.
In the scene outside the polling station there is a man in uniform wearing a slouch hat, he is a member of the Irish National Volunteers.
