"inauguration of new train 'Liverpool Street'." - the train isn't called "Liverpool Street" that sign on the engine is simply a destination board.

This was filmed in October 1920 when Great Eastern Railway class M15R no.96 was fitted with the Regan electro-mechanical train control system, and underwent trials on the Fairlop Loop. For the trial the loco was fitted with a speed control to one of the radial trailing wheels in addition to the automatic stop device. As the GER was already using the Sykes system the trials progressed no further.

An article on the trial was published in The Railway Magazine of November 1920 illustrated with photos similar to this film. The article notes those present included the inventor Mr J B Regan, Mr J H Thomas M.P, various chief officers of the GER, signal engineers of several other railways, signalling experts and representatives of the technical and general press.
