TROOPING THE COLOUR REHEARSAL 1910 - 1929.
The footage seems to be showing a rehearsal for a King's Birthday Parade (Trooping the Colour). The officer is probably the Major General Commanding London District. This clip shows the Guards' Memorial (not the Cenotaph, which is on Whitehall). This Foot Guards' memorial was unveiled in 1926....so this film must therefore date from 1926 - 1929.
