Full title reads: "The Largest Mast ever made 'stepped' in the King's racing cutter 'Britannia' in Portsmouth dockyard."

    Portsmouth, Hampshire.

A group of men work on the side of the dock putting together a new and huge mast for King George V's racing yacht 'Britannia'.
