M/S of Lord Horne tearing down a Union Jack covering a plaque on the side of a tower, a group of dignitaries watch him. C/U of the plaque which reads: 'This tower was raised by the people of Orkney is memory of Field Marshal Earl Kitchener...' A woman lays a cross shaped wrearth beneath the plaque. L/S of the tower on dramatic cliff tops with sea in distance.
