A seventy foot high kite is the subject of this story. L/S of men working on ladders which are draped over the kite. It is on the ground presumably being prepared for launching. Several Japanese men work on it.

L/S from hillside of large number of men in white outfits holding on to the rope which is attached to the kite. Other people watch. Low angle shot of the kite in the sky. M/S of men hanging on to the kite string being pulled along behind it.
