Robertson (High Commissioner), British representatives Anthony Nutting MP, United Nations representative, Soviet representative Andrei Gromyko, French representative Jules Moch and American representative Cabot Lodge.

    Nutting makes opening speech (natural sound). He welcomes the representatives by name and then goes onto explain why they are there - a UN resolution has recommended this subcommittee meets for a second time to discuss disarmament. He finishes by asking meeting to adjourn for five minutes while the press leave.
