  • "Ship looks partially painted - as if still under construction" - the reason for this is that the ship is still to undergo its "fitting-out" process. The fitting-out process would include the fitting of things like electrical wiring, plumbing, and of interior spaces. As this appears to be a naval vessel, it would also include the fitting of weapons.
