"Captain Fried" is Captain George Fried.
On the right of picture at 00:56 is the Mayor of New York City, Jimmy Walker.
"M/S of him and other military officers, the camera pans across them." - the four men seen in the panning shot are as follows;
The man seen left of picture at 01:00 in the bowler hat is then New York City Police Commissioner Grover Whalen.
To Whalen's right at 01:00 is Giuseppe Favoboro, one of the rescued men.
Then to Favoboro's right is First Officer Harry Manning, one of the rescuers.
Then coming in to view at 01:02 is George Fried. Here's a great photo of the heroic Captain.....
