I doubt if they were leaving Westbrook which was the home of the Governor General, in fact they were leaving Government House (now known as Tuinhuis) in the Gardens in Cape Town which is near the houses of parliament.
Legislature= The Senat and the House of Assembly.
the opening took place in the Senate.
the mountains are probalby Paarl, Stellenbosh and or Franschoek
