Note: German battle cruiser Scharnhorst was sunk on 26th of December 1943 in the Atlantic. Five ships took part in the action: Belfast, Norfolk, Sheffield, Duke of York and Jamaica. This footage is probably aftermath of the action.
Rubbish. Everything indicates that the film is taken in summertime. Most of it on a Norwegian destroyer, so the visiting Army officer is of course Norwegian, as he speaks so easily with the sailors. The latter part is filmed on board a Pirnce of Wales class battleship.

I agree with the previous contributor that this is a Norwegian ship - several of the men seen in the clip are wearing caps bearing the words "Kgl Norske Marine", identifying them as members of the Royal Norwegian Navy.
