CU Roosevelt speaking, he talks of the plans he had to retire to private life on January 1941 but of how these plans had to be forgotten because of the dangerous situation and he talks of the need for all private plans to be forgotten in the face of the demand for people to serve the state. He states that the situation requires him to serve again and if he is called to serve again by the vote of the people he will do so.
