    French Prime Minister Pierre Laval is seen signing the pact at a table surrounded by civil servants. Benito Mussolini, Il Duce, and Laval stand together for a few moments looking at papers. Mussolini then sits down at the desk to sign the accord. Mussolini and Laval stand together after signing the pact.
