The cataloguer says "Shaky camera shots of building passing by from inside police car (?)" - at 02:08, the camera turns around to reveal that we're in a police van, (and judging by the way oncoming cars move out of its way I'd say it's got its lights and sirens on).
At 02:24 there's a clapperboard revealing that the filming is for the current affairs TV programme "This Week".

The vans are Ford Transit personnel carriers used by the Metropolitan Police Special Patrol Group aka "SPG".
