"Artist Pablo Picasso doing painting for UNESCO, Paris, France." -it's a mural, executed over 40 wooden panels. Although the mural is destined for the UNESCO headquarters in Paris, the location for this clip is the French Riviera town of Vallaurais.
The mural was originally named "The Forces of Life and the Spirit Triumphing over Evil", before being renamed "The Fall of Icarus".
