The track they're on is the Montlhery Autodrome, (officially L’autodrome de Linas-Montlhéry).
This vehicle is known in motoring circles as the "Renault Etoile Filante".
The test driver seen in this clip is very likely, (though not certain), to be Jean Hebert.
