This was definitely taken on the Ravengalss and Eskdale Railway in Cumbria during the 1920's. The locomotive is a pacific tyep built by the bassett Lowke Compnay who part owned the railway and had bought into it to use as a test bed for their 15" gauge locomotives. The station scne is taken at Irton Road station showing a train setting off towards Ravenglass. the other scenes are taken on the journey to Ravenglass,

Further to ny comment above. The scene at irton Road shows mails traffic being loaded onto the train by the postmistress for transport to the mian line at Ravenglass. The next shot, which must have been taken form another train is of one of the Basset Lowke locomotives approaching Irton Road having come around Muncaster fell. the next shot shows a train departing Ravenglass and descending along the estuary of the river Mite towards Muncaster Mill. The last shot is taken in the cab of one of the other type of locomotives that had been built by Sir Arthur Heywood. I'm not sure which but could find out. The line is still open today and a replica of one of the Heywood locomotuves ahs been built recently.
