A gate opens and several people go through lead by a man and woman, most probably Mayor of Lambeth and his wife - very dark almost unclear.
A man wearing a top hat starts to speak - natural sound: "These flats" - as he talks camera pans along new council estate with a swimming pool in the middle and blocks of flats around it. Man continues: "which... Mayor of Lambeth has just declared open... inclusive rent of 30 shillings per week... they get a swimming pool tennis courts... a bathroom,... central heating... hot water." As he speaks a succession of shots of the estate is seen on the screen. Close up shot of Mayor's face - he congratulates on the achievement."
