Despite the title card, "Calthrope Park" should read Calthorpe Park. (Needs changing in body text and tags).
The Lord Mayor of Birmingham between 1921 and 1923 was David Davis, so presumably he must be the man seen here, though the picture isn't good enough to compare against photos.
