The aircraft shown is a Royal Aircraft Factory B.E.12.
The plane is being christened "The City of Leicester".
"The man on ladder (perhaps Lord D?)" - yes, that's Lord Desborough.
"Union Jack hangs from plane" - also seen on the plane is the old version of the Canadian flag, this is because the plane was being sent to Canada.
The exact date of the BE.12 6508 inauguration ceremony is 03/06/1916.
