    M/S of men in ceremonial robes leading procession out of entrance to large civic building (the city hall?). Behind them walk the mayor and mayoress of Liverpool, they are followed by more dignitaries.

    M/S of mayor unveiling sign on a post - looks like copy of charter. A man in a judge's wig and cloak steps forward to read from a scroll.
