The BBFC certificate at the start of the clip carries the signature of it's President Edward Shortt. That means the clip's date range can be reduced to 1929-35.
"Cat is then taken to R.S.P.C.A. (Royal Society for the Prevention of Cruelty to Animals) clinic in Putney." - it's the RSPCA unit at 6 Clarendon Road, Putney. (The RSPCA are still at the same address in 2012.)
