This footage is from the area of Westervoort and Arnhem in Holland (not Belgium).
The Canadian general is General HDG Crerar, commander of the 1st Canadian Army. The British general is Major-General SB Rawlings, commander of the 49th British Infantry Division (The Bolar Bear Division).
The film is made on 12 April 1945, Operation Cannonshot, when the 49th InfDiv enters Buffalo LVT's (Landing Vehicle Tracked) at Westervoort and crosses the river IJssel towards Arnhem. Furthermore the second Battle of Arnhem, as the Polar Bear Divisions liberates the (uninhabited) town of Arnhem between 12 and 15 April 1945.

At least two separate cameramen are responsible for the footage. A slate at 06:14 gives the name "Seaholme", (possibly Sgt G Seaholme),whilst a second slate at 10:29 records the cameraman as being "McDougall", (likely to be Colin McDougall of the Canadian Army Film & Photo Unit).
