Several shots of the Versailles Palace (?), France. People wander about the grounds. L/S of mushroom cloud rising into sky after explosion of atom bomb. L/S of the same cloud superimposed beside the Eiffel Tower in Paris.

Flashback to 1919 - panning shot of rows of white crosses in a cemetery. Archive footage of dignitaries milling about the hall of mirrors at Versailles at the signing of the 1919 peace treaty. C/U of the 1919 peace treaty documents showing signatures. Bells ringing. Heads of countries pose on steps. C/U of French Minister Aristide Briand signing the Peace Treaty. He poses with others (including German Minister?) on steps of building. C/U of Briand entering his car amid crowds of cheering people. C/U of Briand's grave as children file past placing flowers on it during a ceremony. Sound of Briand speaking on soundtrack about war (?).

Nazi storm troopers carrying Swastika flags, goose-stepping as they march past Hitler at the Nuremberg Rally in Germany. Massed Swastika banners, surmounted by the German Eagle. Hitler silhouetted against the light of flaming torches as he addresses the Nuremberg gathering. C/U of illuminated Swastika. L/S of a sea of swaying hands raised in the Nazi salute. Crowds of young girls swarm round Hitler, raising their hands in salute, crying with joy and admiration as they gaze upon Hitler. Germans dressed in Swastika tunics and flowing robes or cloaks pulling a German cross with the Swastika in the centre mounted on wheels through the streets. Looks like a mediaeval pageant.

Jump forward to 1946. Map of Europe with footage of US Secretary of State James Byrnes superimposed over it. C/U of French Prime Minister Georges Bidault making a speech superimposed over the same map as we focus on Allemagne / Germany. A large white question mark appears over Germany.
