"Lieutenant Marshall R.N" is Charles Marshall. "Lieutenant Commander Sinclair" is William Sinclair. Both men were awarded the Distinguished Service Cross (DSC).
"Marshall aboard his ship" - his ship is HMS Teviot Bank (sometimes spelt Teviotbank).
