The lady seen here was the winner of the second annual "Miss Europe" contest in February 1930.
As the title card says, she was chosen to represent her country in the 1930 Miss Universe contest. This was held on 13 October 1930, and she was a runner-up.
Her name has been spelt in various ways, as can be seen in the first paragraph of this attachment....
