I've found an American magazine article about this vehicle, with a photo attached. The webpage it's on takes a while to load up, so I've also typed up the info below.....

"This electric station wagonette, produced by the Brush Electrical Co, Loughborough, England, is a possible answer to the British gasoline ban. Weighing 2800lb and seating 12, with luggage, the wagonette has a 40 mile range, with one battery charge, and travels 20mph. The price is £1380".
The "Brush" badge is visible at 00:20. Loughborough would appear to be the most likely location for this piece.
